Xcel gas rate case — open now
Xcel filed for $190M / 11.4% in December 2025. A July 2026 settlement cut the ask to $122.7M / 8.6% — still above what the Commission's own Staff (net $15M decrease) and the Office of the Utility Consumer Advocate (~$86M) independently recommended. Hearings ran July 23–31, 2026; a final decision is expected Q4 2026, slipped from an earlier Q3 target. This is the live target.

Separate from this: winter 2026/27 gas commodity costs (the fuel-cost adjustment rider) will hit bills independently of whatever the PUC decides on this base-rate case. Forward pricing is still elevated post-Strait-of-Hormuz-conflict (~$3.90/MMBtu vs. ~$2.66 in July) even though the Strait itself reopened in June 2026. Don't conflate the two in messaging — they're separate line items with separate timelines.
Boulder's 2026 franchise opt-out — status unverified
2026 is a contractual opt-out year, independent of the emissions-linked opt-outs the city already declined to pursue in January 2026. A citizen petition to put a franchise-exit measure on the ballot launched in April 2025. Whether it reached the ballot is not yet confirmed in this project's research — this is a real gap, not a null result. If the window is live, PUC comment infrastructure doesn't apply here; this becomes a city-council / ballot-petition process instead — see the organizer library.
Nevada's lawsuit against the ROD — watching brief
Nevada, the Colorado River Commission of Nevada, and the Southern Nevada Water Authority sued in US District Court (Nevada) on August 24, 2026, alleging APA, NEPA, and "Law of the River" violations in the Record of Decision, and asking the court to vacate or enjoin the ROD's mandatory Lower Basin cuts pending an economic-impact analysis. No hearing date is set. Not a Colorado action directly, but the outcome affects whether future two-year cycles could impose Upper Basin obligations — Colorado's actual future exposure on the compact axis. Expect Arizona and/or California to intervene or file in parallel; track this.
Colorado River 2029–2030 guidelines — held for next cycle
The next two-year Operating Guidelines cycle under the August 2026 Record of Decision is where worsening reservoir conditions could eventually force Upper Basin obligations that are currently only voluntary. Public input likely won't open until 2027–2028, but the tribal consultation structure the ROD created may generate earlier engagement points — monitor rather than assume the timeline holds.
Xcel electric rate case — effectively decided
Xcel's $356M / 9.9% ask was settled down to $225M / 6.3% (non-unanimous — AARP, City of Boulder, and the Utility Consumer Advocate opposed), then cut further by the PUC's verbal ruling to $157M / 4.4%, effective August 29, 2026, pending the written decision. Parties retain rehearing/reconsideration rights once the written order issues; whether public comment (not just formal party status) has any role at that stage is unconfirmed — if not, this is a dead end and no further organizing effort should go here.
