Why this matters

Xcel is asking the Colorado PUC for a $122.7M / 8.6% rate increase (Proceeding 25AL-0538G) — a settlement figure still well above what the Commission's own experts recommended. In June 2026, both CPUC Staff and the Office of the Utility Consumer Advocate independently proposed far deeper cuts: Staff to a net $15M revenue decrease (~$85M increase before depreciation effects), the UCA to roughly $86M. A comment citing those two numbers by name is citing the Commission's own staff against the settlement, not just public sentiment. The decision is expected Q4 2026 — the window is open until then.

One-pager: Boulder's 2026 franchise opt-out window

Status: unverified — do not treat as resolved

2026 is a contractual "opt-out for any reason" year under Boulder's 2020 Xcel franchise agreement. A citizen petition to place a franchise-exit measure on the ballot launched in April 2025, but whether it reached the ballot, and what happened if it did, has not been confirmed in this project's research. Before publishing or organizing around this, verify directly against the Boulder Reporting Lab archive, Boulder County Clerk election records, and City of Boulder council agendas since January 2026.

What is confirmed: in January 2026, Boulder City Council sent Xcel a formal letter citing missed 2022 and 2024 emissions-reduction benchmarks and rising costs, but explicitly declined to pursue exiting the franchise "at this time." Exiting requires a two-thirds council vote or a ballot measure.
